In all honesty, it's pretty close to enough. A little on the 'too little', but I'd prefer buffs to its logistics abilities over more damage.

No. The damage side is somewhat sufficient, but I think it lacks the logistical and special abilities that its acquisition and risk would warrant. Remote ECM burst is insignificant and inefficient at best, as is clone vat bay. Immunity to scrambling has been almost completely negated by dictors and soon to be heavy dictors, except in low-sec (which of course should be dealt with).
The logistical side, ie. carrying capacity and remote repairing capacity are too weak due to low jump range and no increased repairing efficiency over carriers (which also are too inefficient at it). Triage mode is also not viable on motherships (if even on carriers) because you do not want to commit a 50b RISK in any battle.

+X% to drone damage and hitpoints that negates the reduced damage. Fighters skill should also be made to apply to delegated fighters. Remote repairing or triage mode buffs will not do anything to compensate for the lack of damage.
An acceptable way to encourage delegating fighters (which I do not entirely endorse since not using them yourself is boring and risky and lagtastic) would be to make the drone damage bonus result in slightly (10-20%) less damage than fighters deal right now, and an additional bonus of 10-20% to their damage while delegated so that they would deal more than they do now if they're delegated and less if they're not, but only conservatively.
Other changes that I've suggested are more support functionality that is not just remote repairing because that's inefficient and boring. Such could include area shield, remote resistance and damage boosting, capital neuts, ship tractor beams etc. ---
